Vienna Decoy opens in the archive room beneath Vienna’s ministry annex, where signals intelligence officer Jonas Varga—working under restricted authorization as a contractor with no official ties—spots a communications spike that shouldn’t exist. In a city drowning in fake intelligence, his own institution is starting to buckle from the inside, and the compromise is domestic: the lie is being protected by the agency, not just targeted by a foreign adversary. Jonas has one edge, a gift for reading patterns in the data; his problem is that those same analytics have already taught him to mistrust the wrong people.

When leaked data exposes fabricated narratives threaded through rejected coalition verification requests, Jonas has to dismantle the disinformation operation before it hardens into accepted truth. The hostile clock is the forty-eight-hour release of covert information, a weapon designed to lock the false frame in place and collapse collaborative intel sharing. To stop it, he must find the mole inside his network, restore credibility, and protect an allied intelligence source caught in the fabricated operation—while every official request for verification is shut down.

Working from the Danube Canal to a relay site on Kahlenberg, Jonas is forced to lean on human intelligence even as his own readouts push him toward bad calls, including a dangerous misread of handler Eva Haller. The real tension is whether he can keep the contractor cover that once got him through the ministry doors long enough to move the unredacted memo, the allied source, and his own ruined confidence out of the same city.
