In post-Soviet St. Petersburg, suspended case officer Elena Morozova is running a burned, off-book asset extraction with no institutional backing, and every move she makes is watched by a local oligarch’s security service. In The Inheritance Clause, she discovers former asset Katya Sidorova on a government hit list during a covert check in a records basement, just as her own station starts treating the rescue as a liability.

With Katya facing a public trial in 48 hours, Elena has to work through monitored dead drops, a vulnerable encrypted app, and face-to-face meetings compromised by surveillance patterns to get her out before Arkhipov’s intelligence chief turns a fabricated foreign-agent story into official truth. A mole hunt inside Elena’s network, and a handler under pressure to report on her, make every source potentially fatal.

Elena’s doctrine—never abandon anyone who has placed their trust in you—becomes her weakness, because her attachment to Katya makes her trust the rescue when cleaner exits would protect her cover. As the customs-tainted NGO identity she has worn for eighteen months starts to crack, the price is losing the one legend that still lets her move through the city without being stopped.
