In post-revolution Libya, Nadia al-Salem runs a war-torn clinic under a local NGO title, but The Forgotten Agenda begins when a suspicious water truck in her yard exposes a crisis coming from inside her own shattered institutions: her former agency has already declared her ineffective and left her operating without official support. In the towns where militias, tribal loyalties, and oil interests now decide who moves and who dies, a local warlord’s arms network is closing in on the town she is trying to hold together—including her estranged child.

To stop it, Nadia has to work like a counterintelligence officer with no backing: follow a mole hunt through tea kiosks, dead drops, and redacted procurement papers; verify a reluctant informant; and track shipments disguised as relief cargo before a staged arms delivery in less than five days turns the school road into a civilian slaughterhouse. Bashir al-Hadi protects himself through tribal leaders, foreign sponsors, and officials who can choke off aid or block intervention entirely. A local warlord’s aide seeking asylum offers critical route intelligence, but every clue also tightens the net around Nadia’s own compromised network.

Nadia’s fatal flaw is personal and dangerous: she is so overprotective of her child that she misreads allies, makes the wrong accusation at the wrong moment, and lets fear cloud the judgment she needs most. The truth could save the town, but it can also expose her NGO cover, her covert contacts, and the one relationship she can no longer pretend is separate from the mission. In this rogue operation, the cost of stopping the convoy may be burning the clinic name that still lets her move through the town at all.
